EU Regulations for Organic Fertilizer Production

The European Union has several regulations that cover organic fertilizers including: 

1. Regulation (EU) 2018/848 – Organic Production and Labelling of Organic Products

This is the core regulation for organic production in the EU. The regulation requires that inputs for organic production, like fertilizer, should not contain GMOs, synthetic chemicals, or materials harmful to human or environmental health.

Fertilizers can only be marketed as organic, in the EU, only if they are made from the approved ingredients list under this regulation.

2. Regulation (EU) 2019/1009 – Fertilising Products Regulation (FPR)

This regulation outlines the requirements for CE marking for organic and inorganic fertilizers sold in the EU. The regulation established fertilizer categories or Product Function Categories (PFCs) such as:

  1. PFC 1(A): Organic Fertilizers 
  2. PFC 1(B): Organomineral Fertilizers 
  3. PFC 3: Soil Improvers 

The regulation also requires compliance to:

  • Stated nutrient content, contaminant limits (e.g., cadmium, lead, mercury), labelling requirements, and declared performance claims.
  • Required safety tests include pathogen levels, stability and maturity of compost, and physical contaminants (e.g., plastics). 

3. National Regulations and Organic Certifiers

In addition to EU laws, producers must comply with national rules (which may be stricter) and certification body standards, such as, ECOCERT, Control Union, Soil Association, etc.
